		<description>Except that it is not a loophole. There is no authority nor jurisdiction for the White House to limit compensation for any company that did not take a taxpayer bailout.

But there might be some of that authority on the way. The House has already passed the Executive Compensation Bill that would (a) give shareholders more authority over executive compensation plans and would allow federal regulators to restrict incentive based compensation practices deemed to threaten the health of larger financial institutions.

The House bill has not yet gained traction in the Senate. 

Hopefully, Sen. Dodd&#039;s committee will get this through in the overhaul he is planning. But it won&#039;t be easy.

So which are we?  I prefer to think of myself as a pesky citizen (i would like to be peskier - emails to the White House letting them know their Goldman Alumnus club is NOT Change i believe in are just mosquito bites) but more often than not i feel like a member of the bewildered herd - mooing and pushing my way through the pasture trying to swat the flies off my face, find a good patch of grass and avoid being marked for slaughter by the ranch hands.</description>
